The one thing that decides this market
Read the NAC-TVS accreditation rubric. It scores an institute out of 1000 marks across 10 performance areas, and requires 700 to pass. The majority of those marks are not accreditation paperwork. They are:

An ERP that runs an institute correctly produces the accreditation evidence as a by-product. The 70% pass threshold stops being a six-month scramble before an inspection and becomes a dashboard the owner watches all year.
Accreditation costs PKR 25,000 / 50,000 / 75,000 every three years depending on size. A subscription of PKR 3,000–8,000 a month is about one accreditation cycle per three years, while making the next one automatic. That is a far easier sale than "buy software".
