Pakistan education ERP — market research

Six rungs, two engines,
one product

The Pakistani education software market splits at every level: a public sector locked to government-procured SAP, a school market commoditised by cheap incumbents, and a vocational sector that is completely unserved despite carrying the strictest regulatory machinery in the country.

The one thing that decides this market

Read the NAC-TVS accreditation rubric. It scores an institute out of 1000 marks across 10 performance areas, and requires 700 to pass. The majority of those marks are not accreditation paperwork. They are:

teaching load per teacher · timetables · lesson plans · practical notebooks, checked · question banks · assessor pools · mid-term results · employer directory · placements and appointment letters · counselling records · parent-teacher meetings · inventory · budgets · hostel capacity · fire extinguishers · alumni contacts

An ERP that runs an institute correctly produces the accreditation evidence as a by-product. The 70% pass threshold stops being a six-month scramble before an inspection and becomes a dashboard the owner watches all year.

The commercial consequence

Accreditation costs PKR 25,000 / 50,000 / 75,000 every three years depending on size. A subscription of PKR 3,000–8,000 a month is about one accreditation cycle per three years, while making the next one automatic. That is a far easier sale than "buy software".

The spectrum

R1
Trade centre / practical academy
Highest volume, near-zero ARPU, high support cost per user. Serve it cheaply; do not lead with it.
R2
Vocational / TVET institute
Empty — no vendor has a NAVTTC data model despite 3,500+ institutes.
R3
Single school
30+ Pakistani school ERPs compete on report cards + parent WhatsApp groups.
R4
School group / multi-campus chain
Multiple campuses consolidated under single board results; volume-driven pricing pressure
R5
College
Consolidated result gazette; principal as sole decision-maker
R6
University
HEC MAKTAB: SAP S/4HANA + custom SLM + Blackboard across 25 public universities
