The Ultimate Modular Education ERP
A complete requirements specification for one education ERP that serves every rung of the Pakistani market — from a one-room trade centre (R1) to a multi-campus university (R6) — by switching modules on, not by buying different products. 428 functional requirements across 24 module families, plus 19 regulatory compliance obligations.
Core = required from day one at the beachhead rungs (R2 TVET / R3 school) · Standard = required as the institution grows · Module = optional vertical add-on (defence, clinical, media). Applicability column shows which rungs the requirement applies to.
1. Scope & guiding principle
The system shall be a single modular ERP deployable at any rung of the education ladder with zero re-platforming:
R1 trade centre → R2 TVET institute → R3 single school → R4 school group → R5 college → R6 university
An R1 deployment shall require no more than a WhatsApp-native fee receipt and a student list; an R6 deployment shall carry the full requirement set below. The same database, the same Course object, the same GradingStrategy engine — only the switched-on modules differ.
2. The three architectural abstractions
- every regulator is a row in one config table
- stages, evidence packs, expiry clocks, validated export
- NAVTTC, PEC, NBEAC, BISE, PMC, EOBI = same code, different config
- percentage · points · GPA · GPA+capped
- credit pass/fail · thesis-weighted
- competency/NVQF · clinical/OSCE
- trade · credit · NVQF level
- theory, lab, clinical, OSCE, studio, workshop, on-job
- programme version · accreditation track · external assessor
3. Mandatory regulatory compliance
The system shall encode each of the following authorities as a configured RegulatoryTrack, not as a report template. Each carries its own lifecycle stages, evidence requirements and deadlines.
| Authority | Compliance obligation (summary) |
|---|---|
| NAVTTC | National Vocational and Technical Training Commission Act, 2011 |
| QAB | The 13 QABs issue NVQF-recognised qualifications valid for employment and further education. |
| NACTVS | Institutes must score 700+ out of 1000 across 10 performance areas to obtain NAC-TVS accreditation. |
| NVQF | NVQF levels 1-8 map to informal/formal training; level 1-5 often via TTB, 6-8 via HEC/universities. |
| HEC | HEC MAKTAB occupies the university segment; public universities are on SAP; private DAIs use other ERPs. |
| HECIAM | HEC IAM project is in progress; no public technical specification found yet. |
| PEC | Per-programme accreditation is a hard gate for engineering graduates. |
| NBEAC | Fall 2027 deadline for business/management programmes; non-compliance suspends admissions. |
| PMC | Hard gate for medical/dental graduates. |
| BISE | BISE conducts SSC and HSSC exams; each province has its own board. |
| NADRA | Without it, duplicate enrolments across campuses are undetectable. The single highest-value missing integration. |
| 1LINK | Online payment rail. |
| EOBI | Minimum pension PKR 11,500/month from January 2025. Present in eDU SMARTZ payroll. |
| FBR | Employer withholding s.149 + 4AB surcharge 9% + pension tax 12(2)(f); teacher rebate reintroduced for three tax years only. |
| PBTE | Practical scores must be separable from theory for board reporting. |
| HECPLAG | Approved plagiarism tool is a graduation-blocking control. |
| WES | Verifiable credential shortens evaluation; relevant to Gulf export. |
| WCAG | Low priority today, rising as legal expectations spread. |
| PCI | Isolating cardholder data from the academic database is the cheapest risk reduction. |
